中國(guó)銀(yín)保監會(huì)近(jìn)日(r₹★©←ì)向原保監會(huì)機(jī)關各部門(mén)、  各保監局征求關于《互聯網保險業(yè)務監管辦法(草(cǎo)稿)》(下(xià)稱♦↑α≥《意見(jiàn)稿》)的(de)意見(jiàn),部分(fē↑εΩ≤n)險種銷售區(qū)域有(yǒu)望放(fàng✔δ∞)開(kāi)。

禁止搭售,網銷流程可(kě)回溯

随著(zhe)互聯網保險持續發展,越來(lái)越多(duō)未在規定內(nèi)明®• (míng)确的(de)問(wèn)題開(kāi)始₹✘出現(xiàn)。此次意見(jiàn)稿也(yě)進一(yī)步進行(xíng)了(l¥≈e)統一(yī)。

例如(rú),部分(fēn)第三方網絡平台以“γ$₩默認”方式搭售保險,曾引發輿論廣泛關注。此次《意見('εjiàn)稿》明(míng)确提出禁止搭售。±σ∞第三方網絡平台在銷售自(zì)身(shēn¥>)或第三方的(de)産品或服務時(shí),應當通(tōng)過清晰顯著、明(m÷β↑íng)白(bái)無誤的(de)形式将保險産品設置為(wèi)消費(fè₽∞¶≠i)者自(zì)主選擇項,不(bù)得(de)以默認選項的(de)方式“搭售”保險産品。

《意見(jiàn)稿》要(yào)求,第三方網絡平台應在銷售流程的(de¥•>)各階段以清晰、簡便的(de)方式為(wèi)消費(fèi)者設置取消購(gòu)買保險産品的(d±¶e)選擇項。

《意見(jiàn)稿》還(hái)要(yào)求銷售過程可(kěβ<βλ)回溯。保險公司、保險中介機(jī)構應完整記錄和(hé)保存互¥Ω×聯網保險業(yè)務交易信息,确保交易全面Ω✘₽記錄、不(bù)可(kě)篡改。交易信息應至少(shǎo)包括:産品宣傳和(hé)≥♥銷售文(wén)本、銷售和(hé)服務日(rì)志(zhì)、投保人(rén)操∏ε作(zuò)軌迹、留存網頁快(kuài)照(zhào)等。

因互聯網保險業(yè)務産生(shēng)↓≤投訴糾紛的(de),保險公司、保險中介機(★✘₹ jī)構應在處理(lǐ)過程中全流程還(hái)原交易過程和(hé)細節。因自(zì)←✘♦&身(shēn)原因不(bù)能(néng)還(hái)原交易軌迹的(de),應按照(zhào)有↑≥≈ε(yǒu)利于投訴人(rén)的(de)原則處理(lǐ)消費(fèi)↑‌者訴求。

希望放(fàng)開(kāi)重疾險的(de)呼聲*高(gāo)

在産品創新方面,《暫行(xíng)辦法》放(fàn$'♠g)開(kāi)了(le)意外(wài)傷害險、定期壽險和(hé)普αδ®‌通(tōng)型終身(shēn)壽險等險種的(de)地(dì)域限制(zhì),促使上(shàn¶​←g)述産品在網上(shàng)熱(rè)銷,©​∞但(dàn)健康險的(de)主力品種——重疾險卻沒有(yǒu)在此之列。此次銀(yín)保監會(h‍♣ >uì)在修訂新的(de)辦法時(shí),是(shì)£✔δ否會(huì)放(fàng)開(kāi)其他(tā)險種的(de)經營資格成為(wèi)業(yαδ☆αè)內(nèi)探討(tǎo)的(de)一 ‍(yī)大(dà)話(huà)題。多(duō)家(ji≤↔♥¥ā)中小(xiǎo)險企和(hé)新型險企相(xiàng)關人(rén•  β)士表示,希望看(kàn)到(dào)險種範圍中新增“重疾險✔>”。
